The motoring organisation, the AA, is calling for tougher action on those flouting the law with penalty points on licences as well as a fine, more spot checks by Police and even seatbelt education courses run in a similar way to speed awareness courses that are offered to those breaking the law. The rates of young men not wearing a seatbelt, rear seat passengers and company car drivers were lower than average.
