The idea of relaxing parking restrictions outside high street shops could reinvigorate the high street, where many motorists are put off by high parking charges and fines and prefer to shop online or at out-of-town shopping centres. The “grace period” could be introduced either by amending existing legislation or introducing new guidance for local authorities. Critics of the proposals say the idea is unworkable.
