A loophole has been closed off where non-EU drivers could exchange their driving licence for a GB one
There is an arrangement in place with 15 non-EU countries that allows someone to exchange their licence for a GB one without taking any additional driving tests. This meant that in some circumstances a foreign driver could swap their licence with one of these recognised countries then swap that for a GB Licence – the DVLA wouldn’t know that the driver had met the appropriate standards to drive in this country.
The law now states that unless a driver can prove they have met the necessary standards to drive in this country they will not be able to exchange their licence.
